Some lawmakers in Concord are comparing it to the movie “Groundhog Day,” saying that when it comes to marijuana legalization in New Hampshire, they’re hung up on the same issues, over and over.
But that hasn’t stopped them from rolling out a new bill to legalize cannabis that they hope can pass the House and the Senate.
“This is our window to get this done, and while it’s not 100% of what anybody wants, we’re taking a crapshoot if we don’t pass it this year,” said state Rep. Anita Burroughs, D-Glen. “We don’t know who’s coming into the governor’s office.”
The latest plan that has received an initial OK from a House subcommittee would legalize marijuana based on the governor’s preferred franchise model, with the Liquor Commission overseeing 15 stores statewide.
Public use of cannabis and how to deal with repeat offenders has been a durable sticking point. The new legislation provides for criminal penalties only after the third offense in five years.
While multiple legalization bills have passed the House, there is still opposition to state control.
